1/ Ight here's my list of every substantial issue in the 45V final guidance, for hydrogen gremlins only. Congress gave the Treasury a herculean task: set up an LCA system for every way you could make hydrogen. And... they did. Because they are patriots. Let's get it:

@maximsagot @gh2org My understanding is that the IEA follows the IPHE. And IPHE only has partial scope 3 coverage. The emissions from the construction, manufacturing, and decommissioning of the capital goods (including hydrogen production device, etc.) are *not* considered. See IPHE v3 p38

@sbartle2 @gh2org Embedded emissions are already taken into account in IEA’s assessments of the carbon footprint of the different production pathways for hydrogen (grey, blue, pink…). I guess the issue especially rises for green H2 as, without them, it is excessively promoted as « zero carbon ».

@maximsagot @gh2org For an example of best practice, check out the @iha_org G-RES tool. Includes embedded emissions amortised over the life of the project. We should do the same for all electricity sources and all H2 pathways. g-res.hydropower.org

@sbartle2 @gh2org It is an interesting move to encourage stakeholders to report and include embedded emissions even though it is optional. With reasons I understand. With correct embedded emissions from 🇨🇳 solar PV, the GH2 Standard threshold cannot be met: 0.9 to 2.5 kgCO2/kgH2 according to IEA.

@maximsagot Actually, the @gh2org GHS 2.0 (Req 5e) was recently updated to address this issue. We use 1 kg well to gate because our standard focuses on production. But we are in complete agreement that we need to full life cycle analysis (LCA) including CAPEX / embedded emissions
