Israel is using armed bulldozers to address the problem created by Hezbollah (and Hamas): the use of civilians and civilian buildings as human shields for their weapons and terrorists. Under international humanitarian law, a building used by Hezbollah for military purposes loses civilian protection and becomes a lawful military objective — even if it also has civilian use. The legal test is whether it makes an effective contribution to military action and whether its destruction offers a definite military advantage. That is the standard under the law of armed conflict. As a result of this vote by 40 Democratic senators, more young Israel men and women will die because they will be sent into booby-trapped buildings or into IED-laden areas instead of using armored bulldozers to clear these areas.
