Exactly 253 days from now, on 1 January 2025 PL will take over the EU rotating #presidency for the second time. One could say it is plenty of time. In fact, it is the opposite. Given the scale and complexity of Council presidency preparations, both in terms of substance and organization – the clock is ticking. Secgen will closely follow the whole cycle: preparatory phase, the presidency itself as well as the "day after", when the driving role we will be passed over to our DK colleagues. It is particularly close to our hearts – back in 2011, the Secgen team took an active part in running the first PL rotating EU presidency. This being said, with this very post we start a series of weekly flashes regarding both the preparations as well as the #PolishPresidency itself. We hope to deliver brief - but at the same time - substantive and informative content. A particular emphasis will be put on opportunities&risks related to the PL presidency in the first half of 2025. To z jednej strony sporo czasu, z drugiej – bardzo niewiele – biorąc pod uwagę skalę merytorycznych i organizacyjnych przygotowań do sprawowania przewodnictwa w Radzie. Secgen będzie blisko śledzić proces przygotowań, okres przewodnictwa oraz czas „po”, kiedy to przekażemy pałeczkę koleżankom i kolegom z Danii. To sprawa szczególnie bliska naszemu sercu – w 2011 r. siedzieliśmy po drugiej stronie stołu i aktywnie uczestniczyliśmy w sprawowaniu pierwszej polskiej prezydencji w Radzie UE. Tym wpisem zaczynamy cykl regularnych fleszy informacyjnych nt. przygotowań i samej #PrezydencjiPL. In consequence, Meta will let EU users unlink their Instagram, Facebook, and Messenger info. Below are the key "unlinking" points ahead of the DMA: ▶️ Unlinking accounts: EU users can now cut the digital umbilical cord between their Instagram and Facebook accounts. ▶️ Other changes expected in the EU include WhatsApp and Facebook Messenger being made interoperable with competitors ▶️ Selective Sharing: Europeans can now enjoy Meta services without their personal info bouncing between platforms. In PL, the number of undecided voters is decreasing (👉8.7% in a September, 👉5.1% now) 👉The ruling party, PiS lead with 32%, followed by 👉opposition KO with 28.2%. 👉Another opposition alliance, the Third Way is, no pun intended, third with 11% followed closely by both the 👉Left and 👉Confederation with 10%. The most significant gain: opposition KO, up by 1.2%. Decrease in undecided voters: Opposition coalition of KO, Third Way, and Left might have a majority of seats in the lower house.

New spatial planning #regulations in Poland will have major implications on #RenewableEnergy sources in #Poland in the remainder of 2020's. 👉The reform was intended to be a positive step for spatial order in PL, the energy industry is concerned. Previously, renewable energy projects, especially photovoltaic, benefited from a lenient planning regime. 👉In 2025 many existing spatial planning studies will expire. New investments will then only be approved based on documents known as "general plans." It is more than likely that many municipalities will not enact these on time, and many regulations will lack the necessary executive orders. To put it bluntly, a chaotic period is expected. 👉During legislative discussions on the reform, there were warnings that mandating renewable energy investments in local plans might lead to (at least) a doubling of the permitting process length.

Remember we mentioned that regulatory AI landscape in Poland is in its infancy? Here's another minor, yet significant development. Poland’s Personal Data Protection Office (@UODOgov_pl) is investigating a complaint concerning #ChatGPT. The complainant alleges that #OpenAI processes data in violation of the law. The complainant approached UODO after OpenAI did not react to his requests based on #GDPR. There are doubts about OpenAI’s (the company behind ChatGPT) approach to European data protection rules. According to European Data Protection Board (EU’s special special working group for AI matters), the approach seems to be inconsistent.
