My UNECE Calendar 2026/27 This is what I'm watching out for at the UNECE for the next 12 months. I'll post updates to this and extend it further in to 2027 as we go through the year. The 3 main items I am following are the ADS GTR / ADS UNR and the DCAS UNR update (the 02 series amendments, which drops the "SIM on highways only" restriction). The GTR should be available for use from July while the two UNRs will be in force from January 2027. The ADAS task force has not made public any scheduled meetings this year. The ADS task force has published the "in person" meetings, but not any online ones. The regular September GRVA has moved to October this year. January 1. UNECE FADS Task Force This is the task force coordinating all the prerequisite changes to the existing GTRs and UNRs for the new ADS regulations. This is a presentation given by FADS to the March WP.29 World Forum. UNECE ADS Task Force Since being approved by the GRVA in January, the ADS regulations have now been submitted as informal documents to the WP.29 World Forum, which is currently underway. You can find the ADS GTR here unece.org/transport/docu… and the ADS UNR here unece.org/transport/docu… The next stop for these regulations is the WP.29 World Forum in June, where they will be submitted as formal documents ready for their adoption vote. In the meantime, the ADS task force has moved on to creating the ADS GID (Guidance and Interpretation Document) in conjunction with the GRVA workshop on ADS. There is now a separate section on the wiki dedicated to the GID which you can find here wiki.unece.org/spaces/trans/p… Here is the current draft of the ADS GID unece.org/transport/docu… The OPIs have been tasked to write up sections of the ADS GID and have a deadline to complete this by 6 April. After that, the submissions will be consolidated in a draft document by 13 April. UNECE ADAS Task Force The latest online meeting has now taken place. You'll find the meeting documents here wiki.unece.org/spaces/trans/p… None of the discussion in this meeting affects the timeline for the DCAS regulation with the 02 series of amendments which was approved by the GRVA in January. This is now headed to the June WP.29 World Forum for the adoption vote and then will be in force from January 2027. In this meeting they: 1. Discussed a supplement to versions 00 and 01 of the DCAS regulation where they are back porting some of the provisions from the new 02 amendments 2. Checked for errors in the 02 amendments approved by the GRVA in January. 3. Discussed plans for further development of the DCAS regulation. This will be the 03 series of amendments to this regulation. Regulatory fitness for ADS This is the project to ensure all the existing GTRs and UNRs are compatible with the upcoming new ADS regulations. There was a FADS task force presentation (wiki.unece.org/download/attac…) at the ADS Task Force meeting in Shanghai. In it there is confirmation that all the updated regulations have either already been approved by the relevant working parties or will be approved in the next few weeks. These will then all be sent to the WP.29 World Forum in June for the adoption votes. This means all the prerequisite regulation changes are expected to be in place ready for both the ADS GTR and the ADS UNR. There is a summary slide from that presentation below with the details. @stemapo94 @devix195 Yes Tesla may get an exemption from the RDW for FSD Supervised in the Netherlands later this month. If they do it may not be too long before it is available in the rest of Europe. The exemption would allow it even though the UNECE regulations currently do not.

UNECE ADAS Task Force The next meeting is set for Tuesday 3 March. It's a half-day online meeting and meeting documents are starting to appear here wiki.unece.org/spaces/trans/p… According to the agenda (wiki.unece.org/download/attac…) the meeting objectives are: 1. Confirmation of the content of the draft 02 series of amendments to UN Regulation No. 171 adopted by GRVA at its 24th session 2. Agreement on draft supplements to the original version of UN Regulation No. 171 and its 01 series of amendments 3. Discussion on the next phase of development of UN Regulation No. 171 Supplements are just minor updates to a regulation. Will be interesting to see what else they have planned for the DCAS UNR. Yes the version of the DCAS UNR approved last month at the GRVA will be in force from January 2027. It goes to a vote at the World Forum in June and after a 6 month hiatus it is in force (all UNRs have this delay following a World Forum vote). This task force will now consider what comes next, with possible further changes to the DCAS UNR.

UNECE ADS Task Force Next meeting starts in Shanghai on 9 February and is scheduled to last for the week. UNECE GRVA meeting update The GRVA website has confirmed that the ADS regulations (GTR and UNR) along with the updated DCAS regulation (UNR) were all approved in the January GRVA meeting. All three will now move forward to the WP.28 World Forum in June for their adoption votes. Following a successful vote we can expect the ADS GTR will be available for use shortly afterwards while the UNRs will have the usual 6 month hiatus and therefore be in force in January 2027. Regulatory Fitness for ADS All the existing GTRs and UNRs were produced with the assumption that there would be a human driver in charge of the vehicle. With the development of the new ADS regulations this is no longer true so this triggered a review of all regulations to ensure they are adapted accordingly. Each of the six working parties (that's the GRBP, GRE, GRPE, GRSG, GRSP and the GRVA) established a task force to carry out this work with a target of getting any regulation updates approved and ready for an adoption vote at the WP.29 World Forum in June 2026. The GRVA called their task force FADS - Fitness for ADS. This work has been going on in parallel with the development of the new ADS regulations. Between them, the working parties have identified about 100 regulations to be updated so they are compatible with the new ADS regulations. It's common for an individual regulation to have a number of versions in force so the actual number of documents to be reviewed will be higher. This is a report from the FADS task force presented at the GRVA in September and shows that they are on target with the necessary changes unece.org/sites/default/… And here are the changes that they sent to the January GRVA meeting unece.org/sites/default/… At the recent WP.29 World Forum in November there was a presentation showing the status of this work across all the working parties which you can find here unece.org/sites/default/… The presentation shows some of the other working parties are behind schedule, especially those of the GRSG and the GRSP. The WP.29 World Forum had to consider how to resolve this. Option 1 was to hold additional sessions of those working parties before the June WP.29 World Forum, or unusually, to hold the adoption vote before the working parties have approved the regulation changes. Option 2 was to defer the vote on these changes until the November WP.29 World Forum. That in turn would mean the ADS regulations are in force before all the necessary changes to the existing regulations. The minutes from the WP.29 World Forum show (paragraph 24) they went for Option 1 or as they put it "...invited the experts... to conclude the work... by June 2026". The minutes are available here unece.org/transport/docu… So the working parties will be permitted to send proposals directly to the June WP.29 World Forum without first approving them, to ensure that they meet this deadline. This means the prerequisite changes to the existing regulations to ensure compatibility with the new ADS regulations will have been completed by the time the new ADS regulations come in to force. UNECE GRVA Meeting The first GRVA meeting of 2026 is underway and this one will be considering the new ADS regulations (GTR and UNR) and the update to the DCAS regulation (UNR). The meeting documents are available here unece.org/info/Transport… According to the running order (unece.org/transport/docu…) they will be discussing the ADS regulations on Tuesday afternoon and the DCAS regulation on Wednesday morning. Approval here sees the regulations go forward to a vote at the June WP.29 World Forum. If successful, shortly after that meeting the ADS GTR will be available for use, while the two UNRs (ADS and DCAS update) will be subject to the usual 6 month hiatus before they both come in to force in January 2027. The minutes of this meeting will show what they decided but those may not be available for a few weeks. UNECE ADAS Task Force This task force has now submitted informal documents to the GRVA ready for the meeting that starts on 19 January. Here is the informal document which supercedes the formal document submitted back in October and describes the 02 series of amendments to the DCAS UNR unece.org/sites/default/… In that document there are a handful of provisions highlighted in yellow which were not agreed by the task force and require the full GRVA to resolve them. The restriction of "SIM on highways only" has been removed (page 16, section 5.3.2.4.9). In addition there is an update to UNR 79 (Steering Equipment) around ACSF which clarifies when UNR 171 (DCAS) can take priority over UNR 79 with respect to parking manoeuvers, details here unece.org/sites/default/… They also have submitted a status report which they will present at the GRVA which you can find here unece.org/sites/default/… The slide below is taken from the status report and shows they have completed all the items they set out to resolve in what they call "DCAS phase 3": SIM on highways, highway-like roads, urban environments and other domains. "Hands off driving" is permitted on highways and highway-like roads. DCAS operation is allowed in closed parking areas. Lane change requirements changed to allow for a more natural driving experience. Approval at this GRVA means this DCAS UNR update goes to the WP.29 World Forum in June for a vote. Following a successful vote there and the usual 6 month hiatus for new or updated UNRs it will be in force from January 2027. UNECE ADAS Task Force The last meeting of the year is now complete. You can find the meeting documents here wiki.unece.org/spaces/trans/p… As the agenda explains since the previous meeting in November the SDG has been working on the new version of the DCAS regulation. The agenda is here wiki.unece.org/download/attac… They have been working on the current draft DCAS regulation update - the 02 Series of Amendments. The remaining items for resolution are in this document wiki.unece.org/download/attac… This meeting was to finalise the regulation amendments ready for its submission as an informal document to the January GRVA meeting. This is in addition to the formal document that was sent in October. The deadline to send informal documents to that GRVA meeting is the end of the year. This is the final version of the updated regulation published following the meeting wiki.unece.org/download/attac… A number of the previously proposed changes for this regulation update have now been removed. Notably the section (5.3.7.2.4.10) that restricted SIM to highways has been deleted. They have introduced a new definition called "highway-like" roads. Now hands free operation will be permitted on highways and highway-like roads. Approval at the January GRVA sets this regulation amendment on a path to be adopted at the WP.29 World Forum in June and be in force from January 2027. They have yet to announce a date for the next meeting. UNECE ADS Task Force The final meeting of the year was held in Tokyo and finished a day early. The final day was just attended by the task force leadership team. The resulting documents for the ADS GTR and UNR will now go forward to the GRVA in January as informal documents which are simply updates to the formal documents submitted back in October. You can find all the documents for the January GRVA meeting here unece.org/info/events/ev… The task force will now move on to the Interpretation and Guidance document, the latest available copy of which is here wiki.unece.org/download/attac… They will be making use of several SDGs to speed up the process of producing the document. This document will be submitted to the GRVA in May for approval. GRVA workshop on ADS The latest meeting was held on Monday 1 December. UNECE ADAS Task Force The last meeting was held recently in Paris and they have published the latest version of the 02 series of updates to the DCAS regulation here wiki.unece.org/download/attac… This is the draft informal document that will go to the GRVA in January as an update to the formal document they submitted in October. There is a deadline of the end of this year to submit informal documents to the January GRVA.
