What Cherone doesn't tell you is CPD has achieved preliminary compliance with 97 percent of the consent decree's requirements. Cherone doesn't mention the preliminary 97 percent because she wants viewers to think CPD is lagging behind the law, resistant to change and continues to harass minority residents.
