At least 50 percent of the qualifying space must feature solar canopies that generate electricity while offering shade for vehicles below. When determining lot size, authorities include parking spaces, access lanes, and other paved surfaces. Green spaces, loading zones, storage areas, and sections used for hazardous materials are typically excluded. The legislation took effect in July 2023, with staggered compliance deadlines based on lot size. Facilities of 10,000 square meters or more must meet the standard by July 1, 2026. Those between 1,500 and 10,000 square meters have until July 1, 2028. Solar canopies deliver multiple advantages. They convert already developed land into clean energy production without consuming farmland or disturbing natural habitats. They also protect cars from sun exposure, mitigate heat absorption on asphalt, and integrate easily with electric vehicle charging stations. Vast expanses of dark pavement intensify the urban heat island effect by absorbing sunlight during the day and radiating warmth at night. Solar coverings reduce this thermal impact while generating power for local buildings, businesses, or the electrical grid. Exemptions exist when installation proves technically unfeasible, economically unviable, significantly obstructed by trees, or prohibited by heritage protections. Operators must demonstrate that an exemption applies. Non-compliant businesses risk annual fines reaching €20,000 for smaller qualifying lots and €40,000 for larger ones until the solar systems are properly installed.
