If they want to decide that , they will need to pass a change to the constitution that includes these issues are potential cause for impeachment, until then you can only start proceeding impeachment based on what the law says

The Kentucky Constitution is clear: the @KYHouseGOP holds the sole power of impeachment, and Section 109 makes plain that the impeachment powers of the General Assembly “shall remain inviolate.” A circuit court does not get to rewrite that separation of powers.
If one judge can suspend the House’s constitutional authority, then legislative sovereignty itself is on the line. This is bigger than one case or one ruling — it is about whether the legislature will defend the powers the Constitution vests in it alone.
Any attempt by the judiciary to halt that process raises serious separation-of-powers concerns and risks setting a dangerous precedent for future legislative authority.
