NEW: The teenager who mowed down and k*lled a bicyclist for no reason in Las Vegas to be released from prison and sent to a psychiatric facility. 19-year-old Jesus Ayala, who laughed as he m*rdered retired police chief Andreas Probst, is "unfit" to stand trial. Ayala taunted police at the time of his arrest and said he would be "out in 30 days" saying it would just be a "slap on the wrist." Criminal proceedings have been halted after Ayala's attorney says doctors have "raised concerns" about his mental state. He is being sent to a psychiatric facility for evaluation, treatment, and possibly trial if he is found competent. Ayala and his friend Jzamir Keys, who were juveniles at the time, stole a car and started mowing down bicyclists. Ayala and Keys were seen smirking and taunting during court after the horrific m*rder.
