$38M to upgrade heat pumps in 712 units = ~$53K per unit.
Rent-stabilized buildings are trading around $80K per unit.
We’re asking owners to spend ~70% of a unit’s market value on heat pumps alone.
And we wonder why the housing stock is deteriorating...
