We profiled 19 Web3 neobanks across six infrastructure layers: card issuance, KYC/AML, custody, fiat ramp, core ledger, and blockchain settlement. Then mapped which layers each platform owns, which it accesses via exclusive partner deals, and which it buys as commodity vendor contracts. The result is a clean split. > @Fiat24Official owns 5 of 6 layers — the only platform with owned card issuance, KYC, custody, fiat ramp, and core ledger simultaneously. Its blockchain settlement layer (Arbitrum) is the only commodity input. @DeblockApp_FR is at 4/6, with exclusive rather than owned custody. @gnosispay , @holyheld sit at 3/6 - meaningful integration but with distinct gaps. > Everyone else is at 0–2 owned layers. That gap matters for margins. > Platforms below the $10M/month volume threshold pay ramp provider fees of 1–5%, cede 30–60% of interchange to BIN sponsors, and pay custody fees on top. At $50M+/month, owning these layers converts from cost center to revenue capture > KYC/AML is the only layer where 0 of applicable platforms have built in-house. The market rate of $1–2.50/check makes it cheaper to outsource at any current scale, so this isn't a differentiation vector yet. > The heatmap also reveals a structural custody asymmetry. Platforms running on-chain account state (Gnosis Pay, Fiat24, Holyheld) are exempt from MiCA Article 75 strict liability under Recital 83. Platforms running fully custodial models (Nexo, Wirex, KAST, IN1) carry that liability directly or must pass it to Fireblocks, BitGo or other licensed custodian.

Research: "The Compliance-Infrastructure Stack: How Web3 Neobanks Build Regulatory Moats and Infrastructure Dependencies" We mapped 19 Web3 neobanks across 6 infrastructure layers and 7 regulatory jurisdictions. Key findings: ◈ 9 of 19 hold zero independent financial licenses - their regulatory standing depends entirely on upstream partners. ◈ 57% of card-issuing platforms depend on one of three EMI issuers. ◈ Infrastructure ownership separates defensible platforms from reseller: @Fiat24Official owns 5/6 layers. @DeblockApp_FR owns 4. @gnosispay and @holyheld own 3 each. Rain and Reap (operating as B2B infrastructure) also own 3. ◈ MiCA is the near-term pressure point: 14 of 19 platforms serve or plan to serve EEA customers, but only 2 (Deblock and @wirexapp) hold MiCA-relevant authorization as of February 2026. The remaining 12 must obtain CASP, partner with a licensed entity, or exit the EEA market by July 1, 2026.
