Cheung showed how HK adopted a “dual state” mode, abiding by common law to ensure prosperity, but heaped bureaucracy onto democracy parties, activists, critics. Thus, authoritarians maintain rule of law, as they undermine it for some. Think India, Turkey, Venezuela, Hungary etc

We are overjoyed to have Alsu back with us. She has done nothing wrong and was unjustly imprisoned by the Russian government simply for being an American citizen and a journalist for RFE/RL. In the free world, she stands as a hero. Our work is far from over. There are still many political prisoners held unjustly by repressive regimes. Among them are RFE/RL journalists Vladyslav Yesypenko, detained in Russia-occupied Crimea on March 10, 2021; Ihar Losik, detained in Minsk, Belarus, on June 25, 2020; and Andrey Kuznechyk, detained in Minsk, Belarus, on November 25, 2021.
