If he thinks releasing individuals at Rikers into communities or job environments with civilians that are NOT trained or equipped to interact with individuals with inpulse/premeditated aggression issues that include murder, he is going to cause significant harm on innocent people... especially dangerous is the idea of them becoming CDL operators... when you are in Rikers you have demonstrated repeated problems with rules, authority, impulse control and VIOLENCE (including murder). Handing them a CDL and putting them behind the wheel of a semi-truck doesn't magically erase those tendencies. It just relocates the risk to public roads, where one bad impulse, road-rage moment, fatigue lapse, or substance slip can injure or kill innocent drivers, families, or pedestrians.
