@KeithNHumphreys Given Hep C has soared the distribution of syringe has very limited impact. Portugal started "Say no to a used syringe in 1993 . Was only 2007 (14 yrs later) that new cases dropped. However a place to get tested and connected was very useful. Portugal has 84% injectors with HepC

Harm reduction started in the 1980s when HIV was infinitely more deadly than opioid (heroin) use, so stopping the latter was de-prioritized to prevent the former. Today HIV is completely treatable and opioid use (fentanyl) is deadlier than ever. Need to update thinking to match.

What I was trying to convey is that people on both sides of the issue here I have interviewed believe that Vancouver is unique in many respects. This refers to a report submitted to the city in 2016 by a group of doctors in west Toronto. It's a fair representation of this view.

@DerekFinkle The Albertan review shows some concerning finding for the way ALBERTA'S SCSs are ran, but if other studies from places like Vancouver don't apply to Toronto, how do studies in small towns like Lethbridge apply? Especially when the authors admit that it's hard to make that leap?

How many are dying early from brain damages? Using "all the tools" should include the analysis of mortality from these practices
