As someone who lived on a military installation for nearly 20 years during my enlistment, I can tell you exactly how they think: the idea of random people (soldiers or civilians) walking around with a personal gun is seen as an automatic risk that could let a terrorist or insider threat get armed and cause havoc. So they ban or heavily restrict them for everyone to ‘prevent issues.’ It’s the classic gun-free zone mentality applied to bases, even though service members swear an oath and train with weapons daily
