No Track Record, No Office, No History – Yet A Newly Registered Firm Lands The Big Share Of The R1.6 Billion Foundation Phase Textbook Deal For Millions Of South African School Children Basic Education Minister Siviwe Gwarube has written to Finance Minister Enoch Godongwana requesting that the National Treasury investigate alleged irregularities in the procurement of foundation phase textbooks. The move follows media reports about the awarding of a major share of the contract to a newly registered company with no prior publishing experience. Gwarube said she noted the reports with serious concern. The tender involves textbooks and learning materials for Grades 1 to 3 learners. A total of 6,385 titles from 19 publishers were approved, with the overall value of orders estimated at R1.6 billion. Lighthouse Publishers (Pty) Ltd secured the largest share, about 26% of approvals, and stands to make more than R285 million. The company was registered on 27 June 2024, three days after the Department of Basic Education issued the terms of reference on 24 June 2024. It submitted 1,734 titles and had 1,707 approved. Its registered address is a residential property in Simon’s Town, Western Cape. The procurement is the first for new foundation phase materials in 14 years and affects around 13.7 million learners. Gwarube claims she is committed to ensuring textbook delivery to schools is not disrupted. She said the National Treasury is the custodian of procurement compliance and that she will act decisively if any malfeasance is uncovered. The investigation is now awaited.
