The conference features a special Keynote Lecture by Prof. Karthik Muralidharan of the University of California San Diego and two plenary lectures by Farzana Afridi of Indian Statistical Institute Delhi and Partha Deb of Hunter College at the City University of New York. So when rural India was connected by road, one habitation at a time, did that increase utilisation? We combine habitation level road connectivity, hospital network and insurance claim records to answer the question.

We study healthcare access and utilisation in rural Andhra Pradesh, India. Publicly provided health insurance is free but underutilized. It's not a puzzle when most people in rural India cannot even get to the hospital.
