Why does Azerbaijan not agree and reconcile with these proposals? Finally, the negotiation process had its strategy and tactics. And, of course, we conducted negotiations in such a way as to minimize external pressure in achieving our goals." This contradiction is not accidental; Ilham Aliyev always speaks differently to the foreign and domestic audience, but in reality, he behaves as if he is speaking to the domestic audience. Azerbaijan indeed simulated the negotiation process for 30 years, and this policy continues to this day. Currently, Aliyev is trying to say that there was no opportunity for a peaceful settlement, although in reality, there was, and he himself confirmed this in his speech on January 10. If there had been a peaceful and compromise settlement, Armenians would continue to live on their land, in Artsakh. To prevent this, the leader of Azerbaijan resorted to military actions, and now he is trying to show that they are striving for peace, or as he stated during the meeting with the same Michael Harms, "Azerbaijan has no plans to attack Armenia". Although this plan is more than obvious, it is enough to look at the daily propaganda of hatred against Armenians at the state level, see that beheading an Armenian is considered heroism in this country, look at the official Azerbaijani press and see how the current territory of Armenia is called "Western Azerbaijan", and if you combine this with the purchase of weapons, a growing military budget, and active military exercises, then it becomes clear that Aliyev is lying, his goal is war.
