In this case, the National Commissioner was informed of irregularities before the tender was awarded and failed to stop it. Even after the award, further warnings were raised, yet he still did not act. That is a direct failure to fulfil his duties under Section 38 which is exactly why the charges against him are justified.

After negotiating with the ANC, Meyer joined the ANC. He remains a proud member of the party that actively persecutes his own people.
