During the Invest in Rwanda session at the Africa CEO Forum 2026, RSSB signed strategic agreements with Cleo Capital Group and The Lux Collective as part of a broader tourism development initiative aimed at positioning Rwanda within a premium regional tourism circuit connecting destinations such as Akagera, the Virunga ecosystem, and other key East African attractions. The agreements were signed by RSSB Deputy CEO, Louise Kanyonga, Cleo Capital Group CEO, Eugene Nyagahene, and Arnaud Lagesse, Chairperson of The Lux Collective and Group CEO of IBL Group. The signing ceremony covered a set of strategic partnership, investment, and hospitality management agreements related to Akagera Game Lodge and the introduction of the internationally acclaimed LUX* and SALT brands in Rwanda. The transaction reflects RSSB’s role as a long-term institutional investor deploying catalytic capital to develop and de-risk strategic assets, thereby creating a platform capable of attracting additional private investment over time while delivering sustainable commercial returns and supporting Rwanda’s broader tourism ambitions. This transformative initiative will strengthen Rwanda’s position as a leading high-end tourism and investment destination, while advancing the country’s ambition to become a regional hub for sustainable luxury tourism.
