That ratio is the real story. Massive capital, thin headcount. Alberta collects about $250 million a year in taxes and royalties for it. This is starting to look less like a factory opening and more like a pipeline deal.

Massive capital drops into a region, the grid gets upgraded, local suppliers get a season of work, and the permanent headcount ends up small enough to fit on one office floor. Good for Alberta's power infrastructure long term. Not the jobs boom the announcement wants people picturing.
