Just like Bill 10, the government is trying to introduce provisions that seem reasonable. When read as a whole you also have to remember that the Government is proposing the introduction of 55 new constituencies location of these constituencies is unknown, but given that the ECZ delimitation report is shrouded in secrecy, there's a danger that these constituencies will be concentrated in UPND strongholds giving them an in-built numerical advantage in Parliament. If the UPND then manage to get a two-thirds majority in Parliament they will be able to change anything in the Constitution at will. Then there's the cost of adding these MPs. Added to the new 55 seats are the "proportional representation" seats: 20 seats for women, 11 for youth and 3 for persons with disabilities. The lowest paid MP gets around K1.2 million per annum as a salary. Added to that they get another 1 million for constituency development projects, and a VX. then the get a bi-annual tax-free gratuity at 35% of their annual income. Not only do these provisions threaten the re-introduction of a one party state, but we simply can't afford them. Think of how that money could be used to hire more teachers and doctors and to reduce the already huge pupil: teacher ratio.
