@JSlander747 @FOXNashville You fundamentally do not know how real estate works. Metro doesn’t hire the plumbers dummy. The owner of the building hires the plumbers and electricians to maintain and fix their building. And yes, they will find locals since it is generally cheaper and more convenient.
