You can, it's an entire waste of money with zero roi. You haven't even grown anything and now you are thinking 20 steps ahead in seed preservation which is an entirely different topic. Yes, I collect seeds from the best fruit of my best performing plants. That is easy. You still need to start with a plant.

Dollar General, underbed storage container $18, you need a 2" hole saw and some cocoa perle. Perlite you can buy at Walmart. Cocoa I buy in a block on Amazon. A small bag of premixed isn't that expensive but will be in the future once you upscale. You should be able to acquire some radish seeds. If Tractor Supply doesn't have them just ask around at work. 2" netpots, Amazon. Alternatively you can buy a stack of 4 shoebox size containers at Walmart. This would give you the ability to bring the plants in at night when the sun goes down.

Given your intended purpose, to teach the community, I would start with Kratky. Kratky is something that can be done in a mason jar on a window sill but can be up scaled to infinity. Starting with a complex system won't have the same effect. You teach Maria, she'll will build a system for her Grandmother on her Grandmothers 6x8 concrete pad. Grandma will be able to harvest her own tomatoes and peppers.
