Yes it will refuse. Yes it will pay a disproportionately higher price. But if it gives in too soon then it will pay back that price with interest in 6 months.
It's extremely clear Trump has concluded they are a paper tiger and won't do shit based on previous rounds.
As a result it is, in Iran's view, essential to set the entire region on fire and act like a rabid dog. No matter what the consequences are.
