To you IGR is the real deal of development.
You don't factor that the real measure of development is HDI.
Have you asked yourself, Despite all the increased IGR, why are we still low in HDI?
You may decide to build all the highways and sky scrapers if good funds are not channeled into education, health and in other areas of critical development, we'll still be ranked low in terms of development.

After using all the sweet words to get the money, what do you do it? If there's a direct impact on the people's HDI, education, health, etc, the people will not need to much explanation before paying taxes because it's visible to see the results but when it's the opposite, people will naturally not want to pay. Distrust comes in.
By all means he wants to collect the tax
