Key finding: NTMs help protect jobs from Chinese import competition but reduce wages, especially for skilled workers.

We develop a novel index of local NTM protection based on WTO data on Specific Trade Concerns, and match it with Census & ACS data. The causal effect of NTMs is identified using the political incentive to protect industries in swing states during presidential elections.

As tariffs on trade have been reduced, non-tariff measures (NTMs) have become a key tool for restricting market access. We examine the impact of NTMs (Technical Barriers to Trade & Sanitary and Phytosanitary Standards) on US manufacturing employment and wages.

Migrants consistently have a positive per capita net fiscal contribution compared to natives. Accounting for individual characteristics like age, gender and education the difference decreases, suggesting that migrants' fiscal advantage is partly due to favourable demographics.
