@BenZaranko My assumption was that it was fine-tuned so that the OBR would show a smaller cut to unprotected spending than before, after deciding how much they would strip out of RDEL. All much the same thing really.

So, what this suggests to me is that – perhaps - defence spending policy has been fine-tuned in order to deliver a precise and arbitrary amount of ‘headroom’ against the fiscal rules. Doesn’t seem sensible, and is just one of multiple examples of excessive fine-tuning this week.

The most significant things in the Spring Statement were, for me: 1) benefit reforms (a big deal); 2) the OBR scoring supply side impacts of planning reform (an important precedent); and 3) the details of the aid cut and defence increase. A nerdy thread on the details of 3) 🧵

@thomasforth Interestingly, according to these estimates health is also one of the sectors that experienced more productivity growth than others 1997-2019 (see figure 8 here ons.gov.uk/economy/econom…) Though what you measure as 'output' across services matters a lot

Quite a lot of replies mentioning cost diseases of various forms. As I say, this is part of it. As the care parts of healthcare and social care take up a higher and higher proportion of our public spending, we struggle to make productivity improvements as fast.

At least some of it is a measurement issue (one we can't find, and can't fix). But still,... it's astonishing that with all of the digitisation of public services we got no productivity growth in the UK, which has been a leader on public service digitisation.

On balance I think this is the right approach. UK steel exports to the US are relatively small. Our levers for retaliation are also unlikely to have impact unless quite extreme (even then unclear). Wait & see feels right approach for now. But...(1/2)
