I've dealt with this.. They will never elaborate and won't tell you why - user privacy and mitigating their liability.
I've pinned down the reason for me and it was due to running ads globally, pausing the ads, and historical users requesting refunds.. Since the ads were paused there were no new users, so refund rates looked artificially high. They auto flag based on geo metrics.
Takes about ~2 months for them to resume your payments. Nothing you can do TBH.
Apples legal team handles this, and they are the highest ranking team, so regular Apple Developer support won't even be able to see this flag.

Got hit with another warning from Apple a few days ago
Even after removing the review prompt in onboarding. I have now since also removed the app from sale
Earnings payments are also now being withheld
I've contacted apple via email twice already but no response
Wondering has anyone else been in a similar situation?

Need HELP...
My app is still not ranking AT ALL for the new branded word in the US.
We've got ZERO competition on the name, but it's showing completely unrelated and random apps.
Although it's ranking #1 position for the same branded worth in every other country (AU, UK, CA, etc)
Does anyone know why this is happening / how I can fix this?
(I'm currently burning cash on UGC because nobody can find the app)

decided to rebrand. same name, different spelling. in hindsight this was stupid asf, but never ran UGC on a completely fresh app. i'm used to ranking top 3 for the brand name at least

The easiest way to answer 'does X matter?' in business is to limit test it.
'Do creatives matter when running ads?'
Run a blank black image as your ad. Intuitively you know it would tank.
There's your answer. Creatives matter.
Take any question to its most extreme negative or positive and the answer becomes obvious.
It won't tell you how much something matters, but it kills the debate on whether it matters at all.
