CONTEXT THREAD: 1/3. The Telecommunications CEO-Consumer Forum (also known as the Telecom CEO Forum or Telecom CEO-Consumer Forum) is an annual initiative hosted by UCC. Launched in its inaugural edition in March 2025 at Mestil Hotel in Kampala, it brings together telecom CEOs, regulators, government officials, consumer advocacy groups, media, and everyday users for open dialogue. The forum promotes accountability and collaboration. Counterfeit phones often lack proper safety features, perform poorly on our networks, and expose users to health and security risks. Through SIMUKLEAR, UCC is cleaning up the market so that when you buy a phone, you can trust it’s genuine and reliable. We’re grateful to all our partners who have joined us and continue to walk this journey with us. The fight against illegitimate devices is a shared responsibility. Working through @UCC_Official, Uganda is hosting the East African Communications Organisation (EACO) Finance, Audit and Risk Management Committee (FARMC) meeting from 18–22 May 2026 at the UCC head office in Kampala. The meeting, attended by EACO Executive Director Ms Caroline Koech and delegates from the Democratic Republic of Congo, Kenya, Tanzania, and Rwanda, was officially opened this morning by the UCC Director Corporate Affairs, Fred Otunnu. In Uganda, revenues and statutory contributions received by Ministries, Departments and Agencies (MDAs), including the 2% levy from telecom operators to the Uganda Communications Universal Service and Access Fund (#UCUSAF), are governed by the Public Finance Management Act. Unlike general non-tax revenue that flows to the Consolidated Fund, contributions to dedicated funds like #UCUSAF are ring-fenced by law (under the Uganda Communications Act, 2013) and can only be used for their specific statutory purpose: expanding communications and internet access in unserved and underserved communities. These funds support targeted projects such as rural broadband infrastructure, ICT equipment for schools and health centres, digital device distribution to households, and skills training programmes. All utilisation is subject to parliamentary appropriation, independent audits by the Auditor General, and regular public reporting. The @UCC_ED, Hon. Nyombi Thembo, commended @Airtel_Ug for the consistency and commitment demonstrated through its annual contribution to the Uganda Communications Universal Service and Access Fund (#UCUSAF). Speaking during the handover of UGX 42.9 billion at the UCC headquarters, he noted that the contribution goes beyond regulatory compliance and reflects a shared commitment to expanding communication services to underserved communities in Uganda. He also highlighted that this year’s contribution, an increase from UGX 37.9 billion last year, is a strong indicator of growth in Uganda’s telecommunications sector and continued investment in national digital transformation. Today, I had the privilege of welcoming the leadership team from Airtel Uganda, headed by Managing Director Mr Soumendra Sahu, to @UCC_Official headquarters. We came together to celebrate a significant milestone: Airtel Uganda’s contribution of UGX 42.9 billion, marking their 2% statutory gross annual revenue payment to the Commission. This isn't just a box-ticking exercise; it’s a testament to the vibrancy of Uganda’s telecom industry. Last year, this figure stood at UGX 37.9 billion, reflecting a thriving business environment nurtured by sound government policies and progressive regulations. While businesses focus on their bottom line, our government prioritises digital inclusion, ensuring no one gets left behind in this fast-paced digital world. That’s where the 2% levy comes in, playing a transformative role. Half of the funds go directly to the National Consolidated Fund, while the other half supports the Uganda Communications Universal Service and Access Fund (UCUSAF). This fund drives national development, extending essential ICT infrastructure to underserved rural areas, where commercial investments often hesitate. It enables ICT integration in education and agriculture, champions digital skills training at the Uganda Institute of Information and Communication Technology (UICT) in Nakawa, promotes digital inclusion for Persons with Disabilities, and distributes smart devices to marginalised communities. This is more than just meeting legal obligations; it's about embodying corporate citizenship. Airtel Uganda has demonstrated that this responsibility is a shared investment in our nation’s future. I extend my heartfelt gratitude to Airtel Uganda for their partnership and commitment to national progress. Together, we are crafting a more connected and inclusive Uganda, opening doors to endless digital opportunities for every citizen.

I witnessed the signing of the Memorandum of Understanding and operational licence agreement between the Uganda Communications Commission and Starlink, marking an important step towards the commencement of their operations in Uganda. Our interest is security, revenue assurance, and proper accountability within the telecommunications sector so that we know who is operating and who the customers are. I am pleased that Starlink has agreed to comply with Uganda’s laws and regulatory requirements as it prepares to begin service delivery in the country. I wish them good luck.
