Among the most absurd: • Enfield Council has banned staring and whistling. • Guildford prohibits “intentionally shouting or screaming” — good luck calling your mate across the street. • Multiple councils have outlawed “lingering aimlessly without obvious reason” — apparently standing still and thinking is now suspicious. • Others have criminalised picking up stones or soil, foraging blackberries, feeding birds, or even getting your hair braided in public. This isn’t governance; it’s the slow suffocation of everyday life by clipboard warriors. Normal social interaction, moments of quiet reflection, spontaneous joy, all now carry the threat of a fine. While genuine problems like grooming gangs, knife crime, and open drug use fester, councils obsess over whether someone whistled or stared too long. The British public didn’t fight for centuries to enjoy our freedoms only to surrender them to local-authority Karens with PSPO forms. Time to push back before “lingering while thinking” becomes a criminal record.
