The interim report for the British Government's "largest ever" review of water was released yesterday, but public ownership was ruled out from day one. Without that, it's just rearranging deck chairs on the Titanic. There's something larger at play here. This Government still has a huge opportunity to rewrite the rules after 40 years of profit-first, people-as-an-afterthought privatisation. But it’s cowering from what really needs to be done.
