NEW: Judge apologizes in court to WHCA Dinner shooting suspect Cole Allen. Magistrate Judge Zia Faruqui said that he was “fascinated and disturbed” by Allen's treatment in jail. Allen was placed on suicide watch when he was first imprisoned.
