When I was at IISER, all the scientists, the vast majority of whom had returned from US and Europe had to ask for permission and 5 different signatures for releasing funds, traveling to conferences or even buying basic supplies like say a hard drive for storing data. The gatekeepers or the admins who sign off on these things and can block things, tend to be vastly under-qualified than the scientists themselves, yet they wield disproportionately high power and have the ability to meddle with things way above their intellect. While scientists elsewhere can focus on research, Indian scientists spend a huge amount of time and energy fighting the system. And the system sucks at every level. I know scientists whose machines were stuck at customs for months. Cut red tape, cut bureaucracy, more autonomy.
