A Chinese national running a scheme is not the Chinese government. 😂😂 The word national just means a person recognized as a citizen of the People's Republic of China. He pled guilty because he got caught by the laws we have in place that protect such violations. Just like Coyotes (not the animal) that smuggle unauthorized immigrants into the country for a fee.
