The 𝐍𝐁𝐅𝐏 is rooted in the Public Finance Management Act, outlines the Government’s strategy to link policies with the annual budget. This year’s theme focuses on “𝐅𝐮𝐥𝐥 𝐌𝐨𝐧𝐞𝐭𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐔𝐠𝐚𝐧𝐝𝐚`𝐬 𝐄𝐜𝐨𝐧𝐨𝐦𝐲 𝐓𝐡𝐫𝐨𝐮𝐠𝐡 𝐂𝐨𝐦𝐦𝐞𝐫𝐜𝐢𝐚𝐥 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞, 𝐈𝐧𝐝𝐮𝐬𝐭𝐫𝐢𝐚𝐥𝐢𝐳𝐚𝐭𝐢𝐨𝐧, 𝐄𝐱𝐩𝐚𝐧𝐝𝐢𝐧𝐠 & 𝐁𝐫𝐨𝐚𝐝𝐞𝐧𝐢𝐧𝐠 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬, 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐓𝐫𝐚𝐧𝐬𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 & 𝐌𝐚𝐫𝐤𝐞𝐭 𝐀𝐜𝐜𝐞𝐬𝐬.” As we engage over the next two days, we emphasize the critical link between the 𝐅𝐘 2026/27 NBFP and the Fourth National Development Plan (𝐍𝐃𝐏 𝐈𝐕): ✅ The 𝐅𝐘 2026/27 𝐍𝐁𝐅𝐏 is the second in the implementation cycle of 𝐍𝐃𝐏 𝐈𝐕 aiming to align short-term budgeting with long-term development goals. ✅ Key macroeconomic objectives guiding this budget include: - Reducing poverty from 16.1% to 14% by 𝐅𝐘 2029/30 - Attaining double-digit economic growth to double 𝐆𝐃𝐏 by 𝐅𝐘 2029/30 - Maintaining single-digit inflation at 5% - Enhancing mineral sector management for economic diversification - Accelerating full monetization and economic inclusion - Creating an average of 884,962 new jobs annually over 𝐍𝐃𝐏 𝐈𝐕 - Keeping debt-to-𝐆𝐃𝐏 below 50% and reducing the fiscal deficit to 3% by 𝐅𝐘 2029/30 - Raising the revenue-to-𝐆𝐃𝐏 ratio toward 20% over 𝐍𝐃𝐏 𝐈𝐕 ✅ The preliminary resource envelope for 𝐅𝐘 2026/27 is projected at UGX 69.399 trillion, reflecting a 4.1% reduction from the current financial year. Today, @CSBAGUGANDA together with a host of different CSOs are gathered for the CSO Retreat on the National Budget Framework Paper (NBFP) with a round of introductions from various participants. This NBFP comes from Section 8 (3) and Section 8 (5) of the Public Finance Management Act, a paper that is Government's overall strategy for the budget and serves as a link between Government's policies and the annual budget detailing several sectoral expenditure plans and policies.
