So, couple of things
- this doesn't mean it's off the table in toto (the King always says "other measures will be laid before you". Except twice in the 20th century when he didn't. Answers on a post card when and why)
- however, it's very indicative of a substantial delay, at the very minimum. There's no carry-over motion for it (though one could still be moved, albeit messily because it's in ping-pong). So, what given that does it indicate? That the government don't intend to let it fall then immediately reintroduce it.
