Same thing happened at Whole Foods near me. A lady took boxes of high price champagne and everyone watched her walk out. We asked about stopping them and they replied the same way.

Went to Pavilions market in LA. Homeless guy walks out with a basket full of food and booze. Alarm goes off. I asked the teller if she saw him. “Yes. But we are not allowed to do anything,” she responds. “It happens many times a day.” When I grew up, crime was illegal.
