It's the farr (divine aspect) of an Achaemenid king, likely Cyrus the Great. To Zoroastrians & other Iranians, it's basically a reminder of our long history of civilization & our native philosophy: To modern Iranians, the two wings & tail have also come to symbolize good thoughts, good words & good deeds (through which the farr ascends). This is a Zoroastrian teaching, but Iranians embrace it as as their core philosophy, even if they're Muslim, Christian, Jewish, etc. We're all very proud of our culture.
