Today, a Kuki civilian was injured by gunfire reportedly coming from the Sinakeithel area while crossing the Leplen–Tingpibung road. This road is a vital lifeline for Kuki civilians, and such incidents directly threaten their safety and freedom of movement. At a time when the Hon’ble Chief Minister is visiting Ukhrul district, it is deeply concerning that firing incidents are disrupting this crucial route. This raises serious questions about the effectiveness of security arrangements and the protection of civilians. We call upon the Central forces to act immediately and ensure that such incidents do not continue. No individual or family possesses the mandate to override the collective will of the people or to dismantle the community structures that have safeguarded Kuki identity, ancestral land, and history for generations. Kangpokpi belongs to its people, not to any single household or political interest. Attempts to consolidate power through threats and to secure compliance by undermining local chiefs, civil society organisations, and public opinion are acts of dictatorship with no place in a free society. Such conduct erodes public trust, fractures social unity, and sets a dangerous precedent whereby personal dominance replaces the rule of law, customary governance, and accountability to the community. KHIPC demands the immediate cessation of all threats and coercive interference by Nemcha Kipgen and Semtinthang Kipgen in the affairs of Kangpokpi district. Before the imposition of President’s Rule in Manipur, the large scale looting of weapons had already exposed a complete collapse of law and order, especially in the Imphal valley where the MeiteiCommunity is concentrated. Thousands of sophisticated firearms and huge quantities of ammunition were looted from police stations, Manipur Rifles camps, and Indian Reserve Battalion units located in the valley districts. These incidents happened openly in areas dominated by the MeiteiCommunity in Imphal valley. Many of the looted weapons reportedly went into the hands of Manipur Meitei militants, Myanmar Meitei militants who allegedly crossed through the border, and radical valley-based groups such as Arambai Tenggol and Meitei Leepun. The public display of automatic rifles and advanced state weapons in the Imphal valley created fear and intensified ethnic tensions across Manipur. Despite the seriousness of these incidents, the recovery of looted arms remained very slow. Only a limited number of individuals were arrested compared to the scale of the looting. Even after central agencies like the NIA and CBI became involved, a large number of firearms were still not fully recovered for a long period. This has caused strong disappointment and concern among many who expected firm and impartial action. The continued presence of looted government weapons in the hands of militant elements in the Imphal valley is a serious threat to peace and constitutional order.
