Here's the problem with seeing everything as a scandal 1) It detracts from real scandals 2) It encourages a hair shirt attitude from politicians whereby penny pinching comes at the expense of doing the job well (and makes the job less pleasant).

"No complacency" surely does not have to mean "no preparation". It's a major coup to have hired a civil servant of Sue Gray's standing - strange for a Lab MP to paint it as bad news. Also - I assume winning the election won't be part of her job spec...
