Due to complaints of homelessness, the city sent crews to seal off areas where people were said to be living in storm drains. The city was in the process of welding a manhole when a construction worker said, “Hey, there’s someone down there.” Matthew Seedorff went to investigate the ongoing homeless issue in Los Angeles. Discovering people on the streets hooked up to fire hydrants for water and even plugged into utility lines to supply them with power.
