Proponents should liaise with the web3foundation in the discussion phase (which iirc w3f want to be 2 weeks) prior to submitting their proposal on chain. W3F are the ultimate voter in opengov and have the final say - the vote on ChaosDAO does not matter at all in the grand scheme of things. I would suggest that the proponent directly engages with the foundation via their email (its on one of their blogs) to answer and questions and fix up their proposal prior to submission in order to avoid any unnecessary delays or stress.

We often get asked to provide feedback on referendums that we have voted NAY on. Previously, we provided detailed feedback on referendums – however this typically never resulted in the proponents changing anything about the referendum.
