The replies saying does she know Toronto is not in America are technically correct and entirely missing the point simultaneously. ICE has operated in Italy. ICE has offices in Ottawa. ICE participates in international law enforcement coordination regularly. The agency does not actually stop at the US border and neither does this conversation.
