I would have to do a ton of digging to find it but I recall a piece of lore that stated that UNSC officers of almost any rank are capable of stripping planetary governors of office and establishing martial law if deemed necessary. Humanity in Halo was always extremely militaristic and authoritarian.

All the corporations who manufacture weapons and equipment for the UNSC are partly state-run. The military plays a massive role in government policy at all times, etc.
