IP28 is unbelievably extreme. It criminalizes injuring or killing animals, effectively banning hunting, fishing, putting food on the table, and even routine livestock breeding. By stripping away legal exemptions, its language could reach all the way to pest control, where killing a mouse might only be allowed in “self-defense.” This is nonsense policy, and a radical rewrite of Oregon law.
