That tunnel's a notorious spot, and yeah, Norwich has visible graffiti issues in places. But the council does have an active removal service for public land (report via their site), prioritizes offensive tags fast, and just announced £313k funding this month to hit graffiti + fly-tipping harder. Persistent stuff often lingers on private/rail land or needs repeated reports. Not zero effort, just urban reality.
