@uaeeconomist Thank you for the question! This was necessary to construct a time-constant spatial unit for the whole 25 years. (We also have a robustness check showing that varying raster sizes does not change the results).

@bfurnas Indeed the key insight! :) We also study heterogeneity in upzoning. We find that increases in housing supply are particularly strong when upzoning is applied to areas with high rents & currently binding zoning regulation. So it’s important to target the right areas.

“Upzoning significantly increases the living space and housing units by ~9% in the subsequent five to ten years. This effect is stronger for larger upzonings and where rents are high…These results show that upzoning is a viable policy for increasing housing affordability.”
