Earlier today, the Office of the President convened a handover meeting for the End of Term Evaluation Report of the NRM Manifesto 2021–2026, formally submitting it to the Rt. Hon. Prime Minister as Head of Government Business for onward transmission to the Rt. Hon. Secretary General of the National Resistance Movement. The evaluation, which commenced in June 2025, provides a comprehensive assessment of the Government’s performance in delivering on its manifesto commitments. With an overall projected performance of 87%, the report reflects sustained progress driven by coordinated implementation, strong leadership, and a firm commitment to socio-economic transformation. The exercise also comes at a significant moment ahead of the swearing-in of H.E. Yoweri Kaguta Museveni for a new term, offering an opportunity to take stock of achievements realised under the 2021–2026 Manifesto. The report highlights progress across key result areas, identifies lessons learned, and outlines practical recommendations to inform policy reforms and guide the formulation and implementation of the 2026–2031 Manifesto, aligned with the Fourth National Development Plan. Government extends appreciation to all Ministries, Departments and Agencies, including the Ministry of Finance Planning and Economic Development, Office of the Prime Minister, National Planning Authority, and Uganda Bureau of Statistics, as well as the Technical Working Groups, for their professionalism and dedication in delivering this important national exercise. I am delighted to have presented NRM’s end-of-term manifesto implementation report to the party’s Secretary General, Rt. Hon. Richard Todwong today. Over the last five years, we have registered remarkable success across various areas, including expanding the size of the economy, job creation, industrialisation, monetising the economy, wealth-creation, oil and gas, health, water and education, among others. By the end of this political term, the manifesto performance will be above 87%. Going forward, we shall work towards mobilising resources to finalise key road, energy, tourism and ICT infrastructure projects, reducing the cost of doing business by lowering the cost of internet, the cost of transport and the cost of electricity, fighting all forms of corruption, and lifting the remaining 30% of the households from subsistence into the money economy. We will also continue to focus on improving land management to support structured growth and development, and on adding value to agricultural products and minerals before exportation. I once again salute all Ugandans who overwhelmingly voted for H.E. President Yoweri Museveni and NRM flag-bearers at all levels in the recent general elections to protect gains in peace, security, education, healthcare, industrialisation, energy, and transport infrastructure, and wealth creation, among others. @NRMOnline @KagutaMuseveni @GovUganda @Parliament_Ug @OPMUganda

Today, my office convened a handover meeting for the end of term evaluation report of the NRM Manifesto 2021–2026 to officially hand it over to the Rt Hon. Secretary General of the NRM Party through the Rt Hon. Prime Minister, the head of Government Business. This exercise comes at a time before the swearing-in ceremonies, as the presidency; we mark it as an opportunity to celebrate the achievements that have been done by the government. The evaluation process commenced in June 2025. I wish to extend my profound appreciation to His Excellency, Yoweri Kaguta Tibuhaburwa Museveni @KagutaMuseveni, upon his election to another political term for the next five years. His able stewardship of government has enabled the realisation of commendable progress in the implementation of the 2021–2026 NRM Party Manifesto. I conveyed my sincere gratitude to the technical team drawn from the various ministries, departments, and agencies that played a pivotal role in this exercise, including the Ministry of Finance, Planning and Economic Development; the Office of the Prime Minister; the National Planning Authority; the Uganda Bureau of Statistics; as well as my secretary and the entire team at the Office of the President, their diligence, professionalism, and commitment were instrumental in the successful completion of this report. The end of term review provides a comprehensive assessment of the implementation of manifesto commitments at the close of this political term, which will comes to an end on 12th May 2026, following the swearing-in of His Excellency the President of the Republic of Uganda. The overall projected performance registered, standing at 87%, is a testament to committed leadership, coordinated implementation, and a determined effor to fulfilll the pledges made to the people of Uganda. It reflects a collective drive toward socio-economic transformation and the pursuit of a prosperous future for all Ugandans. This achievement provides a strong foundation for the next phase of Uganda’s development journey, particularly the implementation of the NRM Party Manifesto 2026–2031 and the Fourth National Development Plan. My principal task today as the supervisor monitoring the performancence of the Manifesto was to formally hand over this Report to Rt. Hon Prime Minister, as the head of Government Business, it is important that we provide accountability to our Party leadership as We shall also proceed with a Cabinet Information Paper later. The report highlights the following; 1.Assessed progress toward achieving the Manifesto theme, goals, objectives, key result areas, and programme-level service delivery targets; and 2.Observed achievable recommendations to inform policy reforms and guide the formulation of the next Manifesto—some of which have already been incorporated into the 2026–2031 Manifesto. 3.It doesn't only outlines the achievements and challenges encountered, but also distills critical lessons and proposes structural and institutional reforms necessary to further strengthen service delivery and governance in the years ahead. I commended Rt. Hon. Richard Todwong, Secretary General of the NRM Party, Rt. Hon. Robinnah Nabbanja, Prime Minister, office of the President staff and other officers for honoring the exercise. I also expressed gratitude to the Technical Working Groups headed by the Director Manifesto Implementation Unit for the tremendous work undertaken during the End-Term Evaluation of the Manifesto 2021–2026. Their dedication and professionalism have ensured that this report accurately reflects the implementation status of the Manifesto and provides a solid foundation for the next phase of Uganda’s development.

Ms Jesca Alupo, the Vice President, together with Ms Robinah Nabbanja, the Prime Minister, joined hundreds of Catholic faithful on Sunday to celebrate the 25th anniversary of Mt. Sion Prayer Centre in Bukalango. Before the Thanksgiving Mass, which was led by His Grace Paul Ssemogerere, the Archbishop of Kampala Archdiocese, Ms Alupo commissioned and handed over the keys to a convent and bookstore constructed by the government, to church leaders.
