Ghana's Seed Industry Crisis: A Funding Problem or an Accountability Problem? The conversation around Ghana's agricultural development often circles back to a familiar refrain — seed growers need more financial support. But a recent candid conversation with a colleague named Joe prompted a deeper, more uncomfortable question: Is the real problem a lack of funding or a lack of accountability? Joe's position was straightforward. He argued that Ghanaian seed growers and companies are being held back by insufficient financial backing — a view widely echoed across the agricultural sector. It is a compelling narrative, but one that deserves scrutiny when placed alongside documented realities on the ground. Two specific cases challenge this narrative directly. First, consider a seed grower who received $500,000 annually for four consecutive years — a total of $2 million in external support. Despite this substantial infusion of capital, the grower made no meaningful investment in irrigation infrastructure, seed processing equipment, or cold storage facilities. The very tools that would have transformed their operation into a sustainable, competitive enterprise were never acquired. The money came. The development did not. Second, and far more troubling, Ghanaian seed growers collectively received GHS 2.8 billion from the government through supply contracts. By any measure, this represents a transformational opportunity. Yet a critical analysis of the outcomes reveals no corresponding transformation in business infrastructure, production capacity, or technological advancement. What has, however, been documented is that within a single payment cycle, one group of beneficiaries directed in excess of GHS 600,000 as a gratuitous payment to an employee who allegedly facilitated irregular access to state funds. These are not isolated anecdotes. They reveal a structural pattern — one where public and donor funds earmarked for agricultural development are being diverted rather than deployed productively. The voices now loudly calling for increased financial support for the seed sector deserve a pointed response: if the funds previously received had been invested responsibly, today's conversation would be about expansion, not survival. Ghana's agricultural potential is undeniable, and genuine, well-governed seed enterprises absolutely merit support. However, any future funding framework must be built on rigorous fiduciary oversight, transparent reporting, and verifiable investment milestones. Without these safeguards, additional funding will not grow Ghana's seed industry — it will simply repeat the cycle. The question was never whether Ghana's seed growers need money. The question is whether they can be trusted to use it.

One must ask: is the decline in activity a reflection of dwindling donor funding, or a broader reluctance to embrace the sustained effort that this industry demands? For the record, LCIC continues to forge ahead.
