Yeah, but that would take forever with this government. Here's an idea, just surround the site with razor wire fences so they can't get out, use a trebuchet from a neighbouring field to fire rations in and leave them to sort their own shit out. When a plane is ready send in a snatch squad, armed and in body armour, to grab inmates and airlift them out and straight to the airport. Let them complain all they like.
